Applications are invited from Pakistani Nationals for appointment to the position of Technical Advisor (MP-I) in the Ministry of National Health Services, Regulation & Coordination (NHSR&C), Islamabad on a contract basis for a period of Two (02) years. The requisite criteria are as under:-

Technical Advisor Ministry of NHSR&C
a) The Advisor will be a medical doctor recognized by Pakistan Medical Commission (PMC) with at least a Master’s Degree or equivalent qualification in public health, health policy, or related fields including Nutrition recognized by Higher Education Commission (HEC). Candidates with a doctorate in the relevant field will be given preference.
b) Must possess at least 15 years experience in the field of public health/health policy or any other related subject at a senior level position in public sector organization(s) or private sector reputable organization(s) at the national or international level.
c) Candidates are expected to have;
i. Sound knowledge about the main challenges for the health system in Pakistan and understanding of required improvement keeping in consideration the initiatives in the South Asia Region and the broad range of work of development agencies involved in this sector.
ii. Relevant experience in cross-cutting thematic areas related to health and in-depth knowledge of related national and international commitments and fora in the health sector.
iii. Ability to provide effective high-quality policy and technical input to program design/management, program quality, and performance assessment processes, as part of ongoing efforts to improve effectiveness.
iv. Strong analytical skills, sound judgment, and the capacity to think strategically, including the ability to produce high-quality policy materials and advice for development implementation.
v. Relevant work experience in managing or guiding health system development at the national/international level.
vi. Strong communication and interpersonal skills, including a demonstrated ability to engage at a senior level, build and maintain networks, provide advice and communicate effectively (both in writing and verbally) on sensitive issues with a culturally and professionally diverse range of stakeholders.
Disqualification:

No person shall be eligible for appointment as Technical Advisor who:
i) has been or is dismissed from service as a consequence of disciplinary proceedings.
ii) has been or is convicted, by a court of competent jurisdiction, for an offense involving moral turpitude;
iii) either at the time of appointment as Technical Advisor or thereafter during such appointment was not or is not a citizen of Pakistan; or
iv) benefits from the National Reconciliation Ordinance, 2007 (LX of 2007).
Conflict of interest:
The candidate for appointment as Technical Advisor shall have to seek retirement from his existing department and post or his appointment shall be subject to acceptance of resignation from designated authority and shall not, during his term of office, engage himself in any other service, business, vocation or employment which may have any direct or indirect effect on his performance as Technical Advisor.
Termination of contract:
The contract of Technical Advisor may be terminated by giving one month’s notice on either side or payment of one month’s basic pay in lieu of thereof.
